The iPhone unlock softwares released yet do not confirm that the iPhone is bound to work with all GSM network and service providers so I guess there is a problem with the full iPhone phone feature unlock or perhaps the GSM network your uncle is using has some fault on its side. By the way can I know which GSM service provider your uncle is using on his iPhone because I live in Pakistan too so I might be able to look further into the problem.
