You can now sign up for Jooce as they expanded the BETA testing to the open public. Speed seems to be taking a hit so it is slower but seems like they are addressing this issue (so says their blog) so should get back to top speed shortly.

Jooce does not allow users to send invitations to their friends or family. Therefore you will have to add your name to the list of upcoming beta testers on Jooce.com
