You are wrong,
new styles can be added for real, you just have to “Edit HTML” and apply the style you created, like class=”mystyle”, i haven't tested for IDs….
… but i was looking if there is a way to apply the new styles by just selecting (not edditing HTML), it thought new styles would be added in the Styles drop down menu, but they seems not they do not.. ahh
Please reply if you know something i miss about this.

This is not adding styles, it's editing styles that are already there. I can't make a style called “References” with particular formatting. I can just change the formatting of the existing styles, of which there are desperately few.

This is too geeky. Google docs should be aimed at all users, not just those who know arcane languages like CSS.
